Annex 4 provides a practical checklist of essential components, from describing the PPP and baseline trends to assessing impacts, alternatives, and stakeholder engagement.

The contents of an individual SEA report will also need to be guided by the TOR for the SEA, the context, focus of study, and requirements set by the proponent of the PPP
