This annex provides a structured overview of all key issues that a Strategic Environmental and Social Management Plan (SESMP) should address. It guides practitioners through essential components such as impact identification, mitigation, monitoring mechanisms, safeguards, institutional roles, scheduling, costs, capacity strengthening, and consultation procedures.
A Strategic Environmental and Social Management Plan (SESMP) may be required by the PPP proponent. The SESMP should outline the measures to be taken during PPP implementation and operation to enhance positive and prevent, minimize, or mitigate adverse environmental and social impacts associated with the PPP.
The SESMP should include a summary of impacts and mitigation measures. The predicted negative environmental and social impacts for which mitigation is required and the positive impacts, which can be enhanced, should be identified and briefly summarized. Identify feasible and cost-effective measures to reduce potentially significant adverse environmental and social impacts to acceptable levels.
The SESMP should include an Environmental and Social Performance Monitoring Program/Mechanism, with monitoring indicators and a corresponding evaluation procedure and methodology. Indicate measures to ensure compliance with relevant safeguards during both preparation and implementation of the PPP and projects or activities likely to arise during its implementation.
The SESMP should include institutional arrangements, implementation schedule and reporting procedures, and cost estimates. Roles and responsibilities of different jurisdictions, authorities, and actors in implementing the SESMP should be identified, together with timing, frequency, and duration of mitigation measures and initial investment and recurring expenses.
